Letter about “Rewilding” and the Oostvaardersplassen, to associations for the protection of nature and biodiversity
Dear Sir/Madam,
We are sending you this email for the following reason. As managers of the associations Nos Amis Les Animaux 85480 (for animal protectionhttp://www.nosamislesanimaux.com/) and Forests From Farms (for nature, biodiversity and to fight global warming http: // forestsfromfarms. org / ), we were involved in the case of the nature reserve the Oostvaardersplassen Nature Park in the Netherlands. I am of Dutch origin and the big problems inherent in this international project called "Rewilding" have attracted my attention for years. We wish to share information about these problems with you in order to avoid them being repeated elsewhere.
The Oostvaardersplassen, recently renamed Nieuw Land National Park, is a unique nature reserve located between Lelystad and Almere in the Netherlands. It comprises about 56 km² of swamps and protected fields that serve as a migratory area for birds. It has acquired Natura 2000 status. The Oostvaardersplassen park is very often taken as an example of the success of the "Rewilding" phenomenon. Unfortunately the reality is different.
In 1983, Heck cattle were introduced, followed a little later by Konik Horses, and later still in 1992 red deer were released to gain experience with herbivores as a means of maintaining the land by grazing. These animals reproduced significantly. For many years, there have been complaints from both the local and the national population about the mismanagement of this nature reserve which has led to the death of thousands of herbivores each winter. The winter of 2017/2018 was the final straw. More than 60% of herbivores died of disease, malnutrition, hunger. The main cause was obviously too many animals in too small a space which in addition is surrounded by a fence. The solution of expanding the area was not politically acceptable.
In 2018 after pressure from several associations local elected officials changed their policy. To reduce the number of animals, some horses have been relocated and there are still some that will soon go to Belarus. And 3/4 of the deer, 1745 in total, were hunted, or more exactly massacred, between December 2018 and April 2019 (on some days more than a hundred deer were shot). Deer slaughter starts again in September. If we do not find a more humane solution, it will be an exercise that will have to be repeated every year to ensure that the number of animals remains stable. This situation caused a lot of indignation and horror, not only in the Netherlands, but also in other countries. Some international petitions were launched:

The experience of the Oostvaardersplassen has brought into disrepute the very concept of "Rewilding".
In other countries of Europe the phenomenon of "Rewilding" is also becoming more and more popular. Of course we fully support the idea of ​​leaving ground to nature. One example is our Forests From Farms project (http://forestsfromfarms.org/EN.php). We have transformed a land of almost 4 hectares into a forest and we see the benefits for nature, for biodiversity. On the other hand, we are of the opinion that we must be very careful and that we must think about the consequences for the future if we introduce herbivores into natural reserves without care and without contraception. The problem of the Oostvaardersplassen comes from the fact that there were no predators in this reserve, with the exception of Man. The wolf has just arrived in the east of the country. In the currrent situation equilibrium can never be reached, which demonstrates the importance of the presence of the wolf and the bear in the circle of biodiversity. Unfortunately, in many countries the wolf is systematically eradicated to the delight of livestock farmers. And brown bears are also not welcome. Hunting, killing and disturbing these useful animals is a huge blow to the ecological balance of natural spaces.
In our opinion, the unfortunate experience of the Oostvaardersplassen project should be more widely known and should act as a wake-up call to all the countries that are currently investing in new “Rewilding” projects, and in particular the release of herbivores such as tame Konik horses, Heck cattle or other large grazers in natural areas. You can ask yourself if it is ethical to “throw tame animals to the wolves”. If so, and if there are no natural predators like the wolf or the bear, eventually a useless slaughter of animals is, unfortunately, often the preferred solution to prevent overpopulation. Together with other local associations, we encouraged the Dutch politicians to find other solutions, such as contraception, which is already practised in the United States for wild horses. But regrettably, elected officials consider that this option is not yet feasible so have rejected it.

En tant que gérants des associations Nos Amis Les Animaux 85480 (pour la protection animale) et Forests From Farms (pour la nature, la biodiversité et pour combattre le réchauffement climatique), nous avons été impliqués dans l'affaire de la réserve naturelle du parc naturel de l’Oostvaardersplassen aux Pays-Bas. Je suis d'origine néerlandaise et les gros problèmes inhérents à ce projet international qu’on appelle "Rewilding" ont attiré mon attention depuis des années. Avec cette lettre nous souhaitons vous faire part de ces problèmes dans le but d’éviter de les reproduire ici en France.
L'Oostvaardersplassen, récemment rebaptisé Park National Nieuw Land, est une réserve naturelle unique située entre Lelystad et Almere. Elle comprend 56 km² de marais et de champs protégés qui servent de zone de migration pour les oiseaux. Elle a acquis le statut de Natura 2000. Le parc Oostvaardersplassen est très souvent pris comme exemple de réussite du phénomène de "Rewilding". Malheureusement la réalité est tout autre.
En 1983, des Auroch de Heck on été introduits, suivis un peu plus tard par des Chevaux Konik, et plus tard encore en 1992 des cerfs ont été relâchés afin qu’on acquière de l'expérience avec des herbivores comme moyen d’entretenir le terrain par pâturage. Ces animaux se sont reproduits significativement. Pendant beaucoup d’années, il y a eu des plaintes de la part de la population locale mais aussi nationale à propos de la mauvaise gestion de cette réserve de la nature qui a conduit à la mort de milliers d'herbivores chaque hiver. L'hiver de 2017/2018 a été la goutte qui a fait déborder le vase. Plus de 60% des herbivores sont morts de maladie, de malnutrition, de faim. La cause principale était évidemment trop d'animaux dans un espace trop petit qui en plus est entouré par un grillage. Elargir le terrain n'était politiquement pas souhaitable.
Donc en 2018 les élus locaux ont changé de politique après pression de plusieurs associations. Pour réduire le nombre d'animaux, des chevaux ont été délocalisés et il y en a encore qui vont partir bientôt vers la Biélorussie. Et 3/4 des cerfs, 1745 au total, ont été chassés, ou plus exactement massacrés, entre décembre 2018 et avril 2019 (certains jours on a tiré plus d'une centaine de cerfs et de biches par jour). L'abattage des cerfs recommence en septembre. Si on ne trouve pas de solution plus humaine, ce sera un exercice qu'on va devoir répéter chaque année pour garantir que le nombre d'animaux reste stable. Cette situation a évoqué beaucoup d'indignation et d'horreur non seulement aux Pays-Bas mais aussi dans d'autres pays. Une pétition internationale a été lancée:

L’expérience des Oostvaardersplassen a nui au concept même de “Rewilding”.
Ici en France le phénomène de “Rewilding” devient aussi de plus en plus populaire. Evidemment nous soutenons complètement l'idée de laisser du terrain à la nature. Notre projet de Forests From Farms (Transformer d’anciennes fermes en Forêts http://forestsfromfarms.org/FR.php ) en est un bon exemple. Nous avons transformé un terrain de presque 4 hectares en forêt et nous voyons les avantages pour la nature, pour la biodiversité. Par contre, nous sommes de l'avis qu'il faut être très prudent et qu'on doit penser aux conséquences pour l’avenir si l’on introduit des herbivores dans des réserves naturelles sans soins et sans contraception. Le problème de l’Oostvaardersplassen vient du fait qu'il n'y avait pas de prédateurs dans cette réserve, à l’exception de l'homme. Le loup vient tout juste d'arriver dans l'est du pays. Une situation d'équilibre ne pourra donc jamais être atteinte, ce qui démontre l'importance de la présence du loup et de l'ours dans le cercle de la biodiversité. Malheureusement, le gouvernement français a procédé systématiquement à l’éradication du loup pour le plus grand plaisir des éleveurs et tout récemment le gouvernement a validé l’effarouchement des ours bruns des Pyrénées. Chasser et tuer ces animaux utiles nuit énormément à l'équilibre écologique des espaces naturelles.
A notre avis, les mauvaises expériences du projet de l’Oostvaardersplassen devraient être mieux connues et doivent fonctionner comme une sonnette d'alarme à tous les pays qui s'investissent pour l'instant dans de nouveaux projets de "Rewilding", et en particulier le relâchement d'herbivores comme les chevaux Konik, Auroch de Heck, ou d'autres herbivores dans des espaces naturels. S'il n'y a pas de prédateurs naturels comme le loup ou l'ours, un massacre inutile des animaux est malheureusement la solution de prédilection. Ensemble avec d'autres associations locales nous avons encouragé les élus néerlandais à trouver d'autres solutions, comme la contraception, ce qui est déjà pratiquée aux Etats Unis pour les chevaux sauvages. Mais, regrettablement, les élus considèrent que cette option n'est pas encore réalisable.
